Morocco: The Prime Minister calls for an expedited implementation of Law No. 55.19 on administrative procedure simplification

In a Circular sent to ministers and senior delegates on March 22, the Prime Minister, Saad-Eddine El Othmani, calls for faster implementation of Law No 55.19 in order to accelerate the simplification of procedures in public administration services.

As a result, he urges the ministers to submit priority administrative decisions pertaining their services to the National Commission for the Simplification of Administrative Procedures[1] as soon as possible, in order for them to be published on the national portal by the end of March 2021. The remaining decisions must be identified and registered, before the end of April 2021.

It is worth noting that on March 6, 2020, the government passed Law No. 55-19 on the simplification of administrative procedures and formalities, which includes a series of amendments to the relationship between the Administration and users, with the aim of allowing the latter to complete their formalities in the most efficient and timely manner possible.

The concept of exchanging documents or information between administrations is one of the most notable reforms implemented by Law No 55.19, with the intention of gradually banning the practice of asking the user for administrative documents provided by other administrations. Furthermore, the law sets maximum response times for all user requests from administrations: investment files must be processed within 30 days, and other administrative actions must be completed within 60 days.
